  • The structure of governance in Imperial Russia, from the viewpoint of collecting and administering information

Project/Area Number : 26590054  Grant-in-Aid for challenging Exploratory Research Representative

    Project Year :

     View Summary

Since the beginning of 19th century, western countries applied the social statistics for the governance. Imperial Russia learned the governance from neighbor countries and established the central committee of statistics inside the Home office in 1858. The committee collected domestic data of statistics and examined them for the social policy. Russian Home Office, based on the data of statistics, not only heightened the governance of state, but also tried to improve the sanitation. As we, historian admired the Russian Revolution, we underestimated the administrative competence of Imperial Russia. But my research about the newspaper of Home Office clearly showed that Imperial Russia tried to raise the public welfare by social policy, and that she established the system of statistics to collect information from the whole country. We can consider that the planning economy was realized in Soviet Union, because the system of statistics in Imperial Russia was sufficiently organized.

  • The Reorganization of distribution network in Eurasia, from the viewpoint of Russian export of cotton textiles

     View Summary

Although Europe and Russia both underwent industrialization in the 19th century, Russia somwhat later, both regions were unfavorable for the cultivation of cotton, at least in comparison to central Eurasian regions such as India and China. Europeans appreciated Asian commodities and in the process of finding methods for import substitution of these Asian commodities, Europeans developed their natural sciences and technologies, in addition to expanding their sea trade. As a result, they accomplished the import substitution of Asian printed cotton. Russia also realized initial industrialization through import substitution of printed cotton from Central Asia. In those regions with unfavorable natural resources or circumstances, the appreciation for foreign commodities, or cultures, becomes the engine of innovation. In the case of Russia, the appreciation for printed cotton (Kumach) from Central Asia became the driving force behind her of modern cotton industry.

The Lake Chany complex, located in western Siberia, Russia, consists of large shallow inland lakes with the salinity gradient from an estuary part to the most inner part. The food web from phytoplankton and aquatic plants to predatory fish in the Lake Chany was characterized by spatial changes in environmental factors and primary producers. The bird spices were considered to be not only highest consumer, but also the effective member for the nitrogen environments and vegetations near their colonies. Furthermore, the NOAA satellite images were thought to be valid for environmental monitoring in Siberia.
